“A User's Guide to Advocacy Evaluation Planning” is a step by step toolkit that guides users through developing an advocacy evaluation plan. A logic model approach is used, and the guide includes a useful outlining of common interim outcomes, under the themes of advocacy capacity and policy (e.g., organizational capacity new champions, awareness, public will, etc). See chart below. The guide is split into four parts, which focus on: Focusing the evaluation, by defining the primary use and stakeholders, and information needed; Mapping the advocacy strategy (similar to a theory of change approach, outlining how the activities and strategies lead to outcomes); Prioritizing the assessment activities, highlighting the most important elements to measure and assess; and Designing the measures, and outlining the important methods for data collection. The Guide was developed for a range of stakeholders interested in conducting advocacy evaluations, including evaluators, funders, or advocacy organizations.
